WebIt might be because In cura, if you make the infill 100% it makes the bottom layers go to 99999. So instead of doing more walls, it just does the normal first layer fill pattern. Since lithophanes rely heavily on how the layer is dispersed I can imagine more walls is better than more fill. This is a total guess btw.
